A bespoke ring takes about 2 to 6 weeks from consultation to finished ring, depending on the design and the ring itself. That range is the real constraint on your timeline: if you have a fixed date in mind, count backwards from it and leave margin, since more detailed settings and custom work sit toward the longer end of that window.

Who to tell, and when

There’s no single right answer here, but a few things are worth deciding deliberately rather than by accident. If either family has an expectation around asking permission or blessing first, decide whether and how to do that before the ring is finished, not after.
